First Hour Rating vs. GPM — You Are Comparing the Wrong Number
Tank water heaters are rated by First Hour Rating (FHR) — how many gallons of hot water the unit delivers in the first hour of use starting with a full, hot tank. A 50-gallon gas unit with a 40,000 BTU burner typically carries an FHR of 80–90 gallons, because it heats incoming cold water during that first hour as you draw. The tank capacity number alone tells you almost nothing about performance.
Tankless units are rated in GPM (gallons per minute) at a given temperature rise — usually 35°F or 77°F rise from inlet. A 10 GPM unit at a 35°F rise becomes roughly a 6.5 GPM unit at a 70°F rise on a cold-climate morning. When you compare a "50-gallon tank" to a "10 GPM tankless," you are not comparing like for like. The honest comparison is: does the tankless unit's effective GPM — at your actual inlet temperature — meet your simultaneous peak demand?

Which Households Should Never Go Tankless
Tankless works best with the right infrastructure. Several household profiles consistently get a worse outcome:
- Small electric-only homes: A whole-house electric tankless unit draws 18,000–36,000 watts and requires a 200-amp panel plus multiple 40–60A circuits. If your panel is already near capacity, the upgrade can cost $1,500–$3,000 — wiping out a decade of energy savings before year one.
- Cold climates with high simultaneous demand: In Minnesota or Maine, ground water in winter arrives at 35–42°F. A 10 GPM rated unit at a 35°F rise delivers only 5–6 GPM at a 80°F rise. Two showers plus a dishwasher easily exceed that, and the unit throttles flow or delivers lukewarm water.
- Homes on propane: Propane costs roughly 2.5× more per BTU than natural gas at current market rates. A high-BTU propane tankless unit can cost as much to operate as the electric tank it replaces. Run the math before switching.
- Vacation and seasonal properties: Tankless units require freeze protection in cold climates. Some units have built-in freeze guards but fail below −4°F. A well-drained tank is often simpler for properties left unoccupied in winter.
DOE 2015 Energy Standards and Why They Pushed Heat Pumps Mainstream
The Department of Energy's 2015 efficiency standards (effective April 2015) set new minimum Uniform Energy Factor (UEF) requirements based on tank size. The critical threshold is 55 gallons: units above that size face stricter efficiency minimums that standard electric resistance tanks cannot meet cost-effectively. This effectively forced manufacturers to shift larger electric units to heat pump technology.
The result: heat pump water heaters went from a niche product to a mainstream option between 2015 and 2020. Today Rheem, A.O. Smith, Bradford White, and Stiebel Eltron all offer broad heat pump lineups. Prices have dropped and installer familiarity has increased. The DOE's 2022–2023 proposed rulemakings would tighten standards further, eventually eliminating standard electric resistance tanks above 20 gallons from new production.
Installation Surprises: The Costs Nobody Quotes Upfront
The water heater unit price is rarely the final number. Here is what gets added at install time:
- Gas line upsizing: High-BTU tankless units (150,000–199,000 BTU) require a ¾-inch or 1-inch gas line from the meter. If your existing line is ½-inch — common in older homes — replacement runs $300–$800 depending on distance.
- Venting: Condensing tankless units use PVC exhaust venting (cheaper), but non-condensing models need stainless Category III or IV flue pipe. Rerouting from a tank's existing B-vent often costs $200–$600.
- Electrical service upgrade for electric tankless: As noted, panel upgrades for whole-house electric tankless frequently run $800–$2,000. Point-of-use or hybrid approaches avoid this.
- Condensate drain for condensing units: Condensing tankless and heat pump units produce acidic condensate (pH 3–5) that must drain — often to a floor drain or with a neutralizer kit ($60–$150) if the drain is uphill.
- Permit and inspection: Most jurisdictions require permits for water heater replacement. Fees range $75–$250 and inspections add a scheduling delay of 3–10 business days.
