Water heater blankets (also called water heater jackets or insulation wraps) wrap around the exterior of a storage tank water heater to reduce standby heat losses. The blanket adds R-value to the existing tank insulation, reducing the rate of heat loss to surrounding air.

Gas tanks need free airflow around the burner area. Wrapping a blanket over the bottom vents or the burner access panel can starve combustion and create CO risk. Most blankets explicitly say "do not cover bottom area on gas units" — but homeowners often install incorrectly anyway.
Heat-pump WHs intentionally exchange heat with surrounding air. Wrapping a heat-pump unit interferes with the heat-pump's air intake/exhaust pattern. Heat-pump manufacturers explicitly void warranty if the unit is insulated.
